Section XI, Note (2)A, Harmonized Tariff Schedule of the United States (HTSUS), states: When no one textile material predominates by weight, the goods are to be classified as if consisting wholly of that one textile material which is covered by the heading which occurs last in numerical order among those which equally merit consideration. Therefore, since the item is a blend of 50% linen, 50% cotton, the case will be classified under the provision that occurs last – that is, linen fibers. You have indicated in your letter that the fabric is a blend of 50% cotton/50% linen. Items that are claimed to be constructed from such a blend are subject, upon importation, to laboratory analysis by the U.S. Customs and Border Protection to verify the actual weight of the component fibers. Please be advised that a slight variation from the above stated fiber content may affect the classification and the textile category designation of the subject item.

Your sample is being returned. Style VG2602 is a carry case constructed of 50% linen, 50% cotton textile material. It features one button closure and two interior pockets. It is designed to provide storage, protection, portability, and organization to diapers. We note that the fiber content of this case is a 50/50 blend.
