Dear Ms. Dawson: In your letter dated September 13, 2004, you requested a tariff classification ruling. The item under consideration is a changing pad. The changing pad is designed to fit on a changing table, which can only be used on a Graco Pack N Play. The item is made of 210 gm brushed tricot and has holes in the center for straps on the bassinet portion of the Pack N Play to fit through. The straps are designed to prevent the child from rolling off the bassinet during diaper changing. You have submitted a sample of the changing pad as well as the changing table with your request. The applicable subheading for the changing pad will be 9403.90.6000, Harmonized Tariff Schedule of the United States (HTS), which provides for “Other furniture and parts thereof: Parts: Other: Of textile material, except cotton.” The rate of duty will be free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
