A brochure was submitted with your ruling request. The subject merchandise, which is identified as “Underground Enclosures”, consists of three main components: a cover, a ring and a skirt. You indicated in your letter that the enclosures are imported and sold with all three components and that each component is dependent upon the others in order to function properly. The item is designed to be used whenever underground access is required. The rate of duty will be free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
