One Astor Plaza 1515 Broadway 43rd Floor New York, NY 10036-8901 Re: The tariff classification of a Pullman Suitcase from China and/or Taiwan Dear Mr. Eisen: In your letter dated December 31, 1997, you requested a tariff classification ruling on behalf of your client Avon Products, Inc., located at 1251 Avenue of the Americas, New York. The sample you submitted for review is a textile pullman suitcase measuring approximately 21 1/2 inches in length x 14 inches in height x 8 1/2 inches in width. Your letter states that the suitcase is constructed of 55 percent ramie and 45 percent woven polyester floral-patterned on the exterior surface. The suitcase has two zippered exterior pockets or compartments, one of which is compartmentalized with a zippered mesh pocket and three open-top pockets. The item also features two carrying straps with a snap closure handle, adjustable shoulder strap and adjustable interior straps for securing the contents in place during travel. Your sample will be returned to the above address. The rate of duty will be 6.2 percent ad valorem. Items classifiable under 4202.12.6000 fall within textile category designation 870. Based upon international textile trade agreements, products of China and/or Taiwan are subject to quota and the requirement of a visa.
