The submitted sample, Style 29001, is a Babies' Footed Coverall made from 100% Cotton Textured Knit Fabric. The coverall features a v-neck wrap front with snaps extending diagonally to the armhole, and a snap crotch on the bottom. In addition to Style 29001, the same garment will be imported in different colors under Styles numbered 29002 and 29003. The size range for all styles will be ages 0-9 months. The applicable subheading for the Cotton Knit Coveralls will be 6111.20.6040, Harmonized Tariff Schedule of the United States (HTS), which provides for Babies' garments and clothing accessories, knitted or crocheted: Of cotton: Other: Other: Other: Other. The rate of duty will be 8.5% ad valorem. The Babies' Cotton Footed Coveralls fall within textile category designation 239. Based upon international textile trade agreements, products of Hong Kong are subject to quota and the requirement of a visa. The designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes.
