Your submission describes the subject product as a two-component, hand-applied liquid waterproofing system designed for use as a fully adhered waterproofing layer on new and existing elevated structural decks. You indicate that SILCOR® 900HA Part A & Part B are imported and intended to be used together, they cannot be used independently. The product’s composition includes polyamine resin, polyalcohol, and other substances. The applicable subheading for SILCOR® 900HA Part A & Part B will be 3214.10.0020, Harmonized Tariff Schedule of the United States, (HTSUS), which provides for: Glaziers’ putty, grafting putty, resin cements, caulking compounds and other mastics: Mastics: Other. The general rate of duty will be 3.7% ad valorem. This merchandise may be subject to the requirements of the Toxic Substances Control Act (TSCA), which are administered by the U.S. Environmental Protection Agency. Duty rates are provided for your convenience and are subject to change.
