You state that the subject product’s economic formulation offers good resistance to temperature variations and is composed of bitumen, fibers, and mineral fillers. The provided Safety Data Sheet indicates that “ROOF REPAIR” is intended to be used for the restoration of roofs. The applicable subheading for “ROOF REPAIR” will be 3214.10.0020, Harmonized Tariff Schedule of the United States (HTSUS), which provides for: Glaziers’ putty, grafting putty, resin cements, caulking compounds and other mastics: Mastics: Other. The general rate of duty will be 3.7% ad valorem. This merchandise may be subject to the requirements of the Toxic Substances Control Act (TSCA), which are administered by the U.S. Environmental Protection Agency (EPA).
