A sample of the “Disney Dancing Doodle Belle Spirograph Doll,” item #B9151, was submitted with your inquiry. The item consists of a Princess Belle doll, a plastic nib-tip marker, a flower-shaped Spirograph ring holder that holds the paper (not included), and two gear rings. Princess Belle is a full-bodied, three-dimensional doll that measures approximately 11” in height, which has articulated arms and poseable head with rooted hair. The doll is wearing a yellow ballerina outfit and her legs and feet are in a ballerina tippy-toe pose. Beneath the toes is a hole which accommodates the marker. The child selects a gear ring and places it in the ring holder. Once the marker is inserted into the doll, a child then places the marker’s tip in one of the gear's holes and can pretend that Princess Belle is dancing, twisting and spinning while creating one’s own spiral creations. The essential character of the set is imparted by the Princess Belle doll. The “Dancing Doodle Belle Spirograph Doll” is principally designed for the amusement of children 5 years of age and older. The applicable subheading for the “Disney Dancing Doodle Belle Spirograph Doll” will be 9503.00.0073, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Tricycles, scooters, pedal cars and similar wheeled toys…dolls, other toys…puzzles of all kinds; parts and accessories thereof… ‘Children’s products’ as defined in 15 U.S.C. § 2052: Other: Labeled or determined by importer as intended for use by persons: 3 to 12 years of age.” The rate of duty will be Free.
