However, the subject shafts are not complete transmissions, but rather parts of transmissions provided for elsewhere in heading 8483, HTSUS.

Descriptive information and technical drawings were submitted. The articles in question are fixed ratio transmission shafts described as an uncoiler main shaft, an uncoiler drive shaft, an uncoiler idle shaft, a distribution drive shaft, a distribution output shaft and a distribution idler shaft. The shafts have various circular cross-sections and machined seats for shaft keys that facilitate the efficient transmission of torque. In your request you suggest that the shafts may be classified in subheading 8483.40, Harmonized Tariff Schedule of the United States (HTSUS), which provides for fixed ratio transmissions.
