A sample of the “Barbie Closet Clutch,” item # A1466XX, was submitted with your inquiry. The item, which appears to be a pink purse with a shoulder strap, actually opens up to reveal a tri-fold play environment for a Barbie doll. The inside of the item has interior printings of a walk-in closet with a pretend mirror, clothes, purses and shoes. It also has a fold out dressing table/bench. Although its appearance resembles a purse, the item’s construction does not allow it to function as one. When it is opened anything stored inside would fall out easily. The applicable subheading for the “Barbie Closet Clutch” will be 9503.00.0073, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Tricycles, scooters, pedal cars and similar wheeled toys…dolls, other toys…puzzles of all kinds; parts and accessories thereof… ‘Children’s products’ as defined in 15 U.S.C. § 2052: Other: Labeled or determined by importer as intended for use by persons: 3 to 12 years of age.” The rate of duty will be free.
