The tariff classification of the “Barbie Closet Clutch” from China

Issued March 9, 2012 by U.S. Customs and Border Protection.

Tariff classification

HTS codes: 9503.00.0073

Headings: 9503

Product description

The item, which appears to be a pink purse with a shoulder strap, actually opens up to reveal a tri-fold play environment for a Barbie doll. The inside of the item has interior printings of a walk-in closet with a pretend mirror, clothes, purses and shoes. It also has a fold out dressing table/bench. Although its appearance resembles a purse, the item’s construction does not allow it to function as one. When it is opened anything stored inside would fall out easily.

CBP rationale

The applicable subheading for the “Barbie Closet Clutch” will be 9503.00.0073, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Tricycles, scooters, pedal cars and similar wheeled toys…dolls, other toys…puzzles of all kinds; parts and accessories thereof… ‘Children’s products’ as defined in 15 U.
