Tariff classification
HTS codes: 8302.50.0000
Headings: 8302
Product description
The merchandise under consideration is two wall-mounted hooks, identified as “The Big Hooker” and “The Little Hooker.” Each is a made of base metal with a powder coated finish and consists of three main components: a wall plate which mounts to the wall, an arm that hooks into and extends outward from the wall plate, and an adjustable three-tine prong that attaches to the arm. Also included are two bolts and nuts that attach the prong to the arm, and two screws that mount the wall plate to the wall. Each hook is fully adjustable; the prong tilts up or down and the arm swings sideways. Research on www.skullhooker.com indicates that The Big Hooker and The Little Hooker are designed and sold as a means of mounting animal skulls and antlers onto a wall. The three-tine prong fits into the natural holes and crevices inherent in the back of all skulls and eliminates the need to drill into the skull. The Little Hooker is designed for smaller game, such as deer, black bear, cats, antelope and exotic smaller game. The Big Hooker is designed for large game, such as elk, bison, moose, grizzly/brown bear, etc.
CBP rationale
The applicable subheading for the base metal, wall-mounted hooks will be 8302.50.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for base metal mountings, fittings and similar articles…hat-racks, hat pegs, brackets and similar fixtures, and parts thereof.
