Ingredient breakdowns accompanied your letter. The merchandise, Hazelnut filling (item number FNN-K742LTOP-141) is said to contain 36.5 percent vegetable fat (palm, sunflower, rapeseed, and cottonseed), 33.5 percent sugar, 9.5 percent milk sugar, 8.5 percent nonfat dry milk, 7.0 percent hazelnuts, 4.5 percent cocoa powder, soy lecithin added as an emulsifier and artificial hazelnut flavor. In addition, products classified in subheading 1806.20.9800, HTSUS, will be subject to additional duties based on their value, as described in subheadings 9904.17.49 to 9904.17.56, HTSUS.
