There are control buttons built-in to it so that a person can operate the iPod without removing it from the bag. It measures approximately a 48” (L) when completely opened by 1.5” to 3.5” (W). In your letter, you suggest classification under 8522.90.7580, Harmonized Tariff Schedule of the United States (HTSUS), which provides for parts and accessories suitable for use solely or principally with the apparatus of headings 8519 to 8521: Other: Other: Other. This bag is not solely or principally used with the apparatus of headings 8519 or 8521; therefore it is not classified under the subheading you propose. Pursuant to General Rules of Interpretation (GRI) 1, the item shall be determined according to the terms of the headings of the tariff schedule and any relative Section or Chapter Notes under the heading that most specifically describes it. This travel bag is provided for under Heading 4202, HTSUS.

Your sample is being retained by our office. The item you refer to as the “Dew Quiver” is a travel bag constructed of man-made textile material. The bag can be worn across the body or around the waist. It has a zippered compartment which provides storage, protection, organization, and portability to an iPod and other personal effects during travel.
