Dear Ms. Ramsey: In your letter dated February 24, 2009, you requested a tariff classification ruling. You describe the submitted sample as a multipurpose kitchen scissors (SKU #66920). It is made of stainless steel with ABS handles and valued over $1.75/dozen. The scissors is equipped with one straight and one serrated blade. Its design also enables it to function as a bottle opener, nut cracker, flip top opener and tongs. You state that the attachment to one of the blades can be used to press sauces, cheeses, etc. out of boil ‘n bags. The applicable subheading for the multipurpose kitchen scissors will be 8213.00.9000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for scissors, tailors’ shears and similar shears, and blades and other base metal parts thereof: valued over $1.75/dozen: other (including parts). The duty rate will be 3¢ each + 3% ad valorem. Duty rates are provided for your convenience and are subject to change. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
