Dear Ms. Zaffran: In your letter dated November 2, 2017, on behalf of Robinson Home Products, you requested a tariff classification ruling. The cutlery set is listed as item number 55342 and consists of the following: a chef's knife, a bread knife, a Santoku knife, a kitchen utility knife, a paring knife, six steak knives, and kitchen shears. All have stainless steel blades and plastic handles. Also included is a rubberwood knife block, which contains slots for the knives and shears. The knife block has a built-in, permanent knife sharpener that is made of ABS plastic and ceramic. All items will be packaged together, ready for retail sale, and are intended for domestic use. This item meets the elements to be considered a “set” for tariff purposes.
