The Double Plastic Button Spring, also a single piece of molded plastic, measures approximately 4” wide by 2.5” long, and features two contact pads. Both items are designed to be incorporated into Atmosphere( Air Purifiers, model numbers 101076 and 102858. These items are clamped between the plastic control panel bracket of the air purifier and a circuit board. The Button Spring contact pads gather light from light emitting diodes (LEDs), and aim it towards the back of the control panel buttons, keeping light leaks to a minimum and eliminating cross-lighting among buttons. Dear Ms. Hachmann: In your letter dated January 3, 2007, you requested a tariff classification ruling. The submitted sample will be returned to you as requested. The articles under consideration are item number WSA2321, the Double Plastic Button Spring, and item number WSA2322, the Triple Plastic Button Spring. The Triple Plastic Button Spring measures approximately 5.5” wide by 2.5” long. It is a single piece of molded plastic which features three contact pads. The Double Plastic Button Spring, also a single piece of molded plastic, measures approximately 4” wide by 2.5” long, and features two contact pads. Both items are designed to be incorporated into Atmosphere( Air Purifiers, model numbers 101076 and 102858. These items are clamped between the plastic control panel bracket of the air purifier and a circuit board. In your ruling request you suggested a classification of 3926.90.9880. The articles are plastic components that incorporate spring-like features, but are more than just springs, in that they control light leaks. Moreover, the items are used only in the push mode. They do not push and retract with two-way motion the way springs would. Therefore, these items are not considered to be parts of general use and thus not classifiable in Chapter 39. The applicable subheading for item number WSA2321, the Double Plastic Button Spring, and item number WSA2322, the Triple Plastic Button Spring, will be 8421.99.0080, Harmonized Tariff Schedule of the United States (HTSUS), which provides for: Centrifuges…filtering or purifying machinery and apparatus, for liquids or gases; parts thereof: Parts: Other: Other. The general rate of duty will be Free. Duty rates are provided for your convenience and are subject to change.
