However, the Flash Column is not a reagent for diagnosis or detection. The silica gel does not undergo an observable chemical change. Thus, heading 3822 is precluded.

Dear Ms. Glover: In your letter dated May 29, 2008, you requested a tariff classification ruling on behalf of your client, Luknova Inc. The submitted samples will be returned to you. The merchandise under consideration is the Luknova Flash Column, 12g. The Flash Column is a plastic tube fitted with a perforated cap and filters, and filled with silica gel.
