One Cross Island Plaza Suite 203F Rosedale, NY 11422 RE: The tariff classification of a banner/flag from China Dear Mr. Brownworth: In your letter dated October 20, 2006, you requested a tariff classification ruling on behalf of your client, Wood ‘N’ Kites. The submitted sample is a banner/flag that you state is constructed of 100% nylon textile fabric. It measures approximately 16’3” x 42” and features a 3” fold for the insertion of a pole, creating what would appear to be a front and a back. The applicable subheading for the banner/flag will be 6307.90.8500, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other made up articles…Other: Wall banners, of man made fibers. The rate of duty will be 5.8% ad valorem. You suggest that the correct classification is in subheading 6307.90.9889, which provides for other made up articles. . .Other ;Other. However, the subheading for wall banners is more specific. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/. The sample will be returned as requested. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
