Dear Ms. Hinds: In your letter dated August 23, 2006, on behalf of Manhattan Promotions of Woodbury, New York, you requested a tariff classification ruling for a travel toiletry bag. The submitted sample, style LR4001, is a travel bag designed to contain toiletries and other small personal effects during travel. It is manufactured with an outer surface of man-made textile fabric. It is of a tri-fold design and features a hanging hook, two mesh pockets, and three removable pockets. It is closed by means of two clasps. The applicable subheading for traveling toiletry bag will be 4202.92.3031, Harmonized Tariff Schedule of the United States (HTSUS), which provides for travel, sports and similar bags, with outer surface of textile materials, other, of man-made fibers, other. The duty rate will be 17.6% ad valorem. HTSUS 4202.92.3031 falls within textile category designation 670. With the exception of certain products of China, quota/visa requirements are no longer applicable for merchandise, which is the product of World Trade Organization (WTO) member countries. The textile category number above applies to merchandise produced in non-WTO member-countries.
