You submitted a child’s Halloween loot bag that you identify as “Style 18608 – Power Ranger Mystic Force Spring Pail.” It stands approximately 6” tall and 8” in diameter, with a 4” opening at the top. It is shaped by a collapsible metal spring frame and is covered with nylon woven fabric that features a picture of the Power Rangers. It has a nylon handle. The applicable subheading for item 18608 will be 4202.92.3031, Harmonized Tariff Schedule of the United States (HTSUS), which provides for travel, sports and similar bags, with outer surface of textile materials, other, of man-made fibers, other. The duty rate will be 17.6% ad valorem. Duty rates are provided for your convenience and are subject to change.
