The subject article is identified as a “large pouch.” It is essentially a waist bag wholly made-up of 100% nylon textile material. The bag is approximately 10” wide by 8” high and is worn around the waist. The bag features two belt loops on the back, one main compartment with a zippered closure at the top, and two front pockets. The applicable subheading for the “large pouch” will be 4202.92.3031, Harmonized Tariff Schedule of the United States (HTSUS), which provides, in part, for travel, sport and similar bags, of textile materials, with outer surface of textile materials, of man-made fibers. The duty rate will be 17.6 percent ad valorem. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/. Goods classified in tariff number 4202.92.3031 fall within textile category designation 670. Quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes.
