Dear Mr. Crago: In your letter dated December 6, 2005, you requested a classification ruling for a travel utility pouch. A sample of item number C068PA00500 has been submitted. The item is a travel utility pouch designed to contain personal effects during travel. It is wholly made up of multiple nylon coil zippers that are sewn in parallel strips. The textile is wholly of man-made fiber textile material. The pouch measures approximately 8 ¼”(W) x 4 ½”(H). Your sample is being returned as requested. The applicable subheading for the travel utility pouch will be 4202.92.3031, Harmonized Tariff Schedule of the United States (HTSUS), which provides for travel, sports and similar bags, with outer surface of textile materials, other, of man-made fibers, other. The duty rate will be 17.6 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
