Dear Mr. Losekamp: In your letter dated March 9, 2005, on behalf of Kobe Sportswear, you requested a classification ruling for a duffel bag. A sample of Model # SB-60020 has been submitted. The item is a duffel bag designed to contain personal effects and clothing during travel. It is manufactured of 100% polyester man-made fiber textile material. It measures approximately 22”(L) x 13”(H) x 10”(D). The bag features a top zippered closure; double webbed carrying handles, removable shoulder strap and a detachable zippered front pocket. The applicable subheading for the duffel bag will be 4202.92.3031, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports and similar bags, with outer surface of textile materials, other, of man-made fibers, other. The duty rate will be 17.6 percent ad valorem. HTS 4202.92.3031 falls within textile category designation 670.
