The sample submitted with your request will be returned to you under separate cover. Style 0019611701/100561 is a woman’s duster-like garment constructed from 65% rayon and 35% silk woven fabric. The garment is intended to be worn over a dress or other outer wear garments and extends to below the knees. The garment features long sleeves and an unsecured full front opening. The sleeves and the front opening are embellished with fringe and the entire garment features embroidery and beading. The applicable subheading for style 0019611701/100561 will be 6211.43.0078, Harmonized Tariff Schedule of the United States (HTS), which provides for other garments, women’s or girls’: of man-made fibers: jackets and jacket-type garments excluded from heading 6202. The rate of duty will be 16.2 percent ad valorem. Effective January 1, 2004, the rate of duty will be 16 percent ad valorem. Style 0019611701/100561 falls within textile category designation 635. Based upon international textile trade agreements products of China are subject to quota and the requirement of a visa. The designated textile and apparel categories and their quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes.
