Dear Ms. Kwok: In your letter dated June 15, 2001, you requested a classification ruling for a duffel style travel bag. The sample submitted is identified as item C-62429H. The item is a duffel style travel bag on wheels designed to contain clothing and other personal effects during travel. It is manufactured of an exterior surface of nylon twill fabric. The interior is PVC lined and features a single compartment with no additional features. The bag features a side pull-handle, top zippered closure and double webbed carrying handles. The front exterior features a full-width zippered storage compartment to hold other accessories. The applicable subheading for item C-62429H will be 4202.92.3031, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports and similar bags, with outer surface of textile materials, other, of man-made fibers, other. The duty rate will be 18.3 percent ad valorem. You have asked whether this product is subject to antidumping duties or countervailing duties.
