Dear Mr. Wong: In your letter dated December 19th, 2000, on behalf of Intercon Merchandising Source Inc., you requested a classification ruling. The sample submitted with your request is a train case identified by UPC code 3253165161. The train case has imitation leather sides and trim. The front and rear exterior panels have imitation leopard skin pile fabric, which covers almost the total surface area of the front and rear exterior. The essential character of the train case is imparted by the textile material. The interior is lined and has a mirror attached to the top interior lid. The case is secured by a trunk lock closure. The applicable subheading for the train case (UPC code 3253165161) will be 4202.12.8070, Harmonized Tariff Schedule of the United States (HTS), which provides for trunks, suitcases, vanity cases…of man-made fibers. The duty rate will be 18.6% ad valorem in the year 2000 and 18.3% ad valorem in the year 2001. Items classifiable under HTS subheading 4202.12.8070 fall within textile category designation 670.
