Dear Mr. Spraitzar: In your letter dated November 21st, 2000, on behalf of Asics Tiger Corporation, you requested a classification ruling. The samples submitted with your request consist of travel bags and a briefcase, each of which is manufactured of textile material of man-made fibers. Styles ZR 0175 are ZR 0180 are travel bags. The interior of each is unlined and contains a zippered pocket and plastic reinforcement for the bottom panel. The top opening of each secured by a full-width zippered closure. The duty rate will be 18.6% ad valorem. Items classifiable under HTS subheadings 4202.12.8030, 4202.92.9060 and 4202.92.3031 fall within textile category designation 670. Based upon international textile trade agreements products of China are subject to quota and the requirement of a visa. If so, visa and quota requirements applicable to the subject merchandise may be affected and should also be verified at the time of shipment. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). Your samples are being returned as requested.
