Dear Ms. Anderson: In your letter dated January 24th, 2000, on behalf of US JHI Corp., you requested a classification ruling. The samples submitted with your request consist of item #SG5455, a bi-fold wallet, and item #SG5456, a travel pouch. Both articles have an exterior surface of man-made textile materials and have a string of cording attached to the top that enables the user to wear each item around one's neck. The interior of item #SG5455 consists of a currency slot that is secured by a flap with hook and loop closures, an open pocket for credit and I.D. cards and a zippered pocket for currency. The wallet is secured by a hook and loop closure and has an open pocket of clear plastic on the front exterior. Item #SG5456 is square in shape and has a single zippered compartment for various personal items. Based upon international textile trade agreements products of China are subject to quota and the requirement of a visa. The applicable subheading for #SG5455 will be 4202.32.9550, Harmonized Tariff Schedule of the United States (HTS), which provides for articles of a kind normally carried in the pocket or handbag…of man-made fibers.
