All four items are canoe accessory bags, and all are made from nylon fabric. The small (14 inches long and 6 inches in height) and large (17 inches long and 6 inches in height) wedge-shaped Bags are designed to attach to the thwart of a canoe by means of cam lever buckles. Each of the bags has a zippered closure covered by a flap having straps secured to the body of the bag by means of bayonet clip and plastic slide fasteners, and each bag also has a rigid plastic bottom insert. The Thwart Bag also attaches to the thwart of a canoe by means of cam lever buckles and has a zippered closure. Additionally, it has a hip belt and can be used optionally as a fanny pack. The Bag attaches to the front grab bar on the canoe and has a zippered closure. It measures approximately 8 1/2 x 4 x 7 inches.

Box 278 Two Harbors, Minnesota 55616 RE: The tariff classification of four travel bags with outer surfaces of nylon fabric from Korea or Sri Lanka Dear Mr. Cruikshank: In your letter dated February 23, 1999 you requested a tariff classification ruling. The items which Granite Gear intends to import are the small and large Thwart Bags,the Thwart Bagand the Bag. You have provided a sample of the small Thwart Bagand have provided catalog depictions of the other three items. All four items are canoe accessory bags, and all are made from nylon fabric. The small (14 inches long and 6 inches in height) and large (17 inches long and 6 inches in height) wedge-shaped Bags are designed to attach to the thwart of a canoe by means of cam lever buckles. The rate of duty will be 18.8 percent ad valorem. Item 4202.92.3031 falls within textile category designation 670. Based upon international textile trade agreements, products of Korea are subject to quota and the requirement of a visa. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). The samples are being returned herewith in accordance with your request.
