In applying the General Rules of Interpretation for classification it is the opinion of this office that no implement gives the tool its essential character. Classification will be based on General Rules of Interpretation 3(c) which states when goods cannot be classified by reference to 3(a) or 3(b) they shall be classified under the heading which occurs last in numerical order among those which equally merit consideration.

Dear Mr. Weiss: In your letter dated January 12, 1999 you requested a tariff classification ruling on behalf of your client Media Brands, LLC. The sample submitted is a multi-functional tool.
