Harris Road Arlington, TX 76001 RE: The tariff classification of a decorative milanaise type cord piping to be sewn onto a reading pillow, from China. Dear Ms. Reagan: In your letter dated September 17, 1997, you requested a classification ruling. The manufacturer is Tianjin Animal by-Products Imp. & Exp. Inc., Tianjin, China. Your sample is being returned herewith. The instant sample, which was not identified as to style or quality number, is piping consisting of a milanaise type cord having a sewn woven tab or lip along its length. You state that this item is composed of a 21% acetate man-made fiber/19% polyester/60% cotton blend. Both components of this product, i.e., the cord and lip both measure about 3/8" in width. You indicate that this product will eventually be sewn onto a reading pillow as a decorative component. It is presumed that this item will be imported in continuous lengths. The applicable subheading for the product will be 5808.90.0010, Harmonized Tariff Schedule of the United States (HTS), which provides for ... ornamental trimmings in the piece, ..., of cotton; of man-made fibers. The duty rate will be 6.6 percent ad valorem. This merchandise falls within textile category designation 229. Based upon international textile trade agreements products of China are subject to quota and the requirement of a visa. The designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes. To obtain the most current information available, we suggest that you check, close to the time of shipment, the Status Report on Current Import Quotas (Restraint Levels), an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
