The items in question are individual components of a central station remote meter reading system. Your inquiry lists four main parts: telereaders; GE shaft and magnetic suspension pulse initiator; servicing terminal; and answeromg tone modem. The pulse initiator operates by using a non-corruptible optical element that precisely follows the meter's disk rotation and generates a pulse stream that exactly matches that rotation speed. The servicing terminal (central station) will be classifiable under HTS item 8471.60.1035 as automatic data processing machines and units thereof; combined input/output units. The duty rate is 2.2 percent ad valorem. The applicable heading for the modem is 8517.50.1000, HTS, which provides for modems, of a kind used with data processing machines of heading 8471. The rate of duty is 3.7 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
