Monroe Phoenix, Arizona 85043 RE: The tariff classification of plastic neck bolts from Hong Kong Dear Ms. Howell: In your letter dated November 29, 1995, you requested a tariff classification ruling. A sample of "Neck Bolts", item #11355BPI, was submitted with your inquiry. The neck bolts are made of plastic and intended to be applied to a person's head or neck, via a paper adhesive, for use in dressing up on Halloween. Upon importation the neck bolts will be blister packed with five shades of creamy makeup, an applicator sponge/brush and sponge section. This ruling pertains exclusively to the "neck bolts" when imported separately in bulk.
