These baskets would not alter the nature of this product, which is principally designed to create heated steam and the essential oils would merely enhance this function. As such, the classification would remain unchanged whether this product was imported with or without the essential oil baskets.

Dear Ms. Liu In your letter dated March 20, 2020, you requested a tariff classification ruling. The product under consideration is described in the submitted documentation as the “Aera Ionic Facial Steamer.” This product has an acrylonitrile butadiene styrene (ABS) plastic outer housing, a removable interior water tank, and an adjustable nozzle to control the direction of the steam.
