The subject product is called Bis(2,2,6,6-tetramethyl-4-piperidyl)sebacate (CAS No. 52829-07-9). It is also known as UV Stabilizer 770 and Di-(2,2,6,6-tetramethyl-4-hydroxypiperidine) Sebacate. Di-(2,2,6,6-tetramethyl-4-hydroxypiperidine) Sebacate is provided for eonomine under subheading 2933.39.20. The applicable subheading for the Bis(2,2,6,6-tetramethyl-4-piperidyl)sebacate will be 2933.39.2000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Heterocyclic compounds with nitrogen hetero-atoms(s) only: Compounds containing an unfused pyridine ring (whether or not hydrogenated) in the structure: Other: Di-(2,2,6,6-tetramethyl-4-hydroxypiperidine)sebacate. The rate of duty will be 5.8 percent ad valorem. Bis(2,2,6,6-tetramethyl-4-piperidyl) sebacate (CAS No. 52829-07-9) is eligible for temporary duty suspension under subheading 9902.05.78, HTSUS, which provides for Bis(2,2,6,6-tetramethyl-4-piperidyl) sebacate (CAS No. 52829-07-9) (provided for in subheading 2933.39.20) The rate of duty will be free for merchandise entered on or before 12/31/2020.
