You have submitted samples, which are being retained by this office. Items 368MB and A368MB are zippered travel pouches constructed of plastic sheeting material. The pouches are designed to provide storage, protection, organization, and portability to miscellaneous items during travel. Each pouch has one unlined storage compartment. They are of a durable construction and suitable for repetitive use. The applicable subheading for the travel pouches will be 4202.92.4500, Harmonized Tariff Schedule of the United States (HTSUS), which provides for travel, sports, and similar bags, with outer surface of plastic sheeting material, other. The rate of duty will be 20 percent ad valorem. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at https://hts.usitc.gov/current. Your inquiry does not provide enough information for us to give a classification ruling on the scarf holder (12991). Your request for a classification ruling should include a detailed description on how the holder will be used. Please describe if the holder will be used to transport scarves during travel (for example, in a suitcase) or if it will be used exclusively in the home. Please also provide the retail packaging and marketing information. When this information is available, you may wish to consider resubmission of your request. We are returning any related samples, exhibits, etc. If you decide to resubmit your request, please include all of the material that we have returned to you. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
