Dear Ms. Trotta: In your letter dated October 31, 2014 you requested a tariff classification ruling. The sample you have submitted is being returned as requested. The sample, item number CT-4801, is described as a Blemish Extractor. This hand-held tool is approximately five inches long and has a stainless steel loop at each end. The loops are used to remove blackheads and whiteheads from the skin. You have stated that the tool will be imported packaged for retail sale.
