Dear Mr. Kenny: In your letter dated March 29, 2022, on behalf of CVS Pharmacy Inc., you requested a tariff classification ruling. The merchandise under consideration is identified as a Clear Skin Beauty Tool, CVS item 406656. This hand-held tool is 4.5" long and has two curved pointed pincer ends. The handle end is joined in the manner similar to tweezers. The stated use of the item is to remove blemishes and blackheads from the user's skin. A user places the curved tips astride the blemish. The tool is then pushed slightly into the skin in order to extract the object. The rate of duty will be 3.7% ad valorem. Duty rates are provided for your convenience and are subject to change. The HTSUS is subject to periodic amendment so you should exercise reasonable care in monitoring the status of goods covered by the Note cited above and the applicable Chapter 99 subheading.
