The woven component imparts the essential character of the garment. Style 4819 is a woman’s cut and sewn “Cherokee®” label pullover that is constructed from 100% cotton knitted fabric. The outer surface of the fabric measures more than nine stitches per two centimeters in the direction that the stitches were formed. The garment features a round front neckline, a high rear neckline, a heart shaped design on the upper front panel and one sleeve component, long hemmed sleeves, and a straight hemmed garment bottom. The garment extends from the shoulders to below the waist. In a telephone conversation, you have stated that the heart shaped designs had a pre-existence prior to being applied by a heat transfer process to the garment; therefore, classification under heading 6109 is precluded.
