The importation in question is non-alloy steel couplings from China. The API couplings are threaded at each end and range in length from approximately 2 inches to 13 inches. The intended use of the couplings is to be screwed onto API 5 CT Grade K55 casing and tubing. The applicable subheading for the non-alloy steel couplings will be 7307.92.3010, Harmonized Tariff Schedule of the United States (HTSUS), which provides for tube or pipe fittings (for example, couplings, elbows, sleeves), of iron or steel, other, threaded elbows, bends and sleeves, sleeves (couplings), of iron or non-alloy steel.
