Netramai, Trade Compliance Specialist Central Purchasing (dba: Harbor Freight Tools) 26541 Agoura Road Calabasas, CA 91302 RE: The tariff classification of a vehicle jack from an unspecified country Dear Mr. Netramai, In your letter dated August 17, 2012, you requested a tariff classification. The item under consideration is a “Lightweight Aluminum Motorcycle Jack”. As you stated in your request, the “Lightweight Aluminum Motorcycle Jack” is a hydraulic jack which can be used to perform routine maintenance on All Terrain Vehicles (ATVs) or motorcycles. It is constructed of cast aluminum and has a maximum lift capacity of 1500 pounds. It has a lift height range of 4 ½ inches to 19 inches (which includes 2 inch extension risers). The total weight of the “Lightweight Aluminum Motorcycle Jack” is 46 pounds. The two (2) front wheels have castor swivels made of machined aluminum and the two (2) rear wheels are constructed of white nylon. The handle measures 30 ¼ inches by 1 ¼ inches in diameter; with a 10 inch knurled grip. The two (2) saddles are constructed of steel finished in black rubber grip pads in order to protect the vehicle frame. The saddles measure 12 5/8 inches in length; 2 3/8 inches in width and ¾ inches in thickness. The applicable classification subheading for the “Lightweight Aluminum Motorcycle Jack” will be 8425.42.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Pulley tackle and hoists other than skip hoists; winches and capstans; jacks: Jacks; hoists of a kind used for raising vehicles: Other jacks and hoists, hydraulic.” The rate of duty will be Free. Duty rates are provided for your convenience and are subject to change. The text of the most recent Harmonized Tariff Schedule of the United States and the accompanying duty rates are provided on the World Wide Web at http://www.usitc.gov/tata/hts/. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
