Children will derive amusement by designing their own fashionable jewelry out of the bottle caps and trendy headband by following the included instructions in each kit. As assembled, the completed items will be flimsily constructed and, in all likelihood, will not be used over a long period of time. “Hair Extensions” consists of 3 clip-on braids, 2 clip-on curls, 4 elastic hair bands, styling comb and instructions. The clip-on braids and curls are held to one’s hair by metal barrettes. This item is marketed as creating awesome hair styles with colorful clip-on braids and curls. Samples of four craft kits were received with your inquiry. The items are: “Cool Bottle Caps” contains 10 bottle caps, 4 keychain holders, 4 clips, 2 bags of glitter, 4 bags of colored beads, 1 cord, a sheet of stickers, clear craft glue, 6 split rings, 8 ice beads, and instructions. “Funky Headband Flower” includes 1 headband, 1 bag of rhinestones, 2 ribbons, 1 flower and 1 tube of glue. The applicable subheading for the “Hair Extensions” set will be 9615.19.6000, HTSUS, which provides for “Combs, hair-slides and the like…and parts thereof.” The rate of duty will be 11 percent ad valorem. Duty rates are provided for your convenience and are subject to change. As for the last kit, “Nail Designer,” the contents of the sample you sent did not match the box description. Also, upon receipt of the sample some of the contents were missing. As a result, your inquiry does not provide enough information for us to give a classification ruling on it and we are returning the sample. You may wish to consider resubmission of your request. If you decide to resubmit your request please make sure the sample you send us is complete. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
