The subject product, Dabigatran Etexilate, is a prodrug of Dabigatran, which is an anticoagulant in a class of medications called direct thrombin inhibitors. It is indicated to reduce the risk of stroke and systemic embolism in patients with non-valvular atrial fibrillation. The applicable subheading for the Dabigatran Etexilate imported in bulk powdered form will be 2933.39.4100, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Heterocyclic compounds with nitrogen hetero-atom(s) only: Compounds containing an unfused pyridine ring (whether or not hydrogenated) in the structure: Other: Other: Drugs: Other.” Pursuant to GN13, HTSUS, the rate of duty will be free.
