A description of the manufacturing process, advertising literature and a sample were provided with your letter. The sample was examined and disposed of. Mo’Koko coco substrate is a granular, coffee-colored material resembling peat moss, used as a plant growing medium or soil conditioner. The product is made from coconut husks by shredding, chopping and heat-treating, and will be imported in 50-liter bags or 4.5-kg compressed blocks. The applicable subheading for the coco substrate will be 1404.90.9090, Harmonized Tariff Schedule of the United States (HTSUS), which provides for vegetable products not elsewhere specified or included … other … other … other. The duty rate will be free. Duty rates are provided for your convenience and are subject to change.
