A sample of the “Wash It All” product was submitted for review. You describe the product as a multi-purpose liquid wash for hair, body, clothes and dishes. The product is a preparation put up for retail sale; it does not contain any aromatic or modified aromatic surface-active agents. The applicable subheading for the “Wash It All” will be 3402.20.5100, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Organic surface-active agents (other than soap); surface-active preparations, washing preparations (including auxiliary washing preparations) and cleaning preparations, whether or not containing soap, other than those of heading 3401: Preparations put up for retail sale: Other. The rate of duty will be free. Perfumery, cosmetic, and toiletry products are subject to the requirements of the Food, Drug and Cosmetic Act, and the Fair Packaging and Labeling Act (FPLA), which are administered by the U.S. Food and Drug Administration.
