Dear Ms. Collins: In your letter dated January 15, 2010 you requested a tariff classification ruling. The sample will be returned to you. The submitted sample called a “Snood” is constructed of knit 70 percent rayon, 15 percent nylon, 10 percent silk and 5 percent cashmere fabric. The item is cylinder shaped, open at the top and bottom, and measures approximately 15 inches long and 20 inches wide when laying flat. The item has one lengthwise seam and rib knit edges at the top and bottom. The item will be advertised for wearing on the head and when worn resembles a loose fitting hood.
