Dear Ms. Ng: In your letter dated October 17, 2011, you requested a tariff classification ruling. The submitted sample, identified as a hair towel, style number TG0001 (solid color), is a towel sewn specifically to be used on the head. It is used to wrap the hair when wet and to absorb excess water and aid drying. The hair towel is constructed of 88% polyester and 12% polyamide knit terry fabric. There is an elastic loop sewn onto the crown portion of the item used to hold the twisted hair towel in place. The hair towel will also be imported in a printed fabric under style number TG0002.
