Krueger Radix Group International dba DHL Global Forwarding 2660 20th Street Port Huron, MI 48060 RE: The tariff classification of a men’s down filled padded sleeveless jacket from China Dear Mr. Krueger: In your letter dated October 21, 2009, on behalf of Orvis Company, you requested a tariff classification ruling. The sample submitted, Orvis style number 0T3X, is a men’s hip-length padded sleeveless jacket with a shell composed of a woven quilted 100% cotton fabric that has a wax coating. The garment is lined with a woven 100% nylon fabric and has an 80% white goose down/20% feather fill. The fill contains 10 percent or more by weight of down. The coating is not visible as that term is defined in the tariff, therefore HTS 6210 does not apply. The padded sleeveless jacket has a stand-up collar with corduroy fabric on the inner portion of the collar, oversized armholes, a full front opening secured by a zipper closure and an overlapping flap with seven snap closures that covers the front zipper area.
