Dear Mr. Resetar: In your letter dated October 13, 2009, you requested a tariff classification ruling. Pictures were provided with your letter. The decorative logo, identified as Part 997.044.650, is composed of flat, self-adhesive plastic film. It will be used to enhance the appearance of the outer lip of a car’s wheel rim. The applicable subheading for the wheel rim logo will be 3919.90.5060, Harmonized Tariff Schedule of the United States (HTSUS), which provides for self-adhesive plates, sheets, film, foil, tape, strip and other flat shapes, of plastics, whether or not in rolls: other: other…other. The rate of duty will be 5.8 percent ad valorem. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/. You have also inquired about methods for determining statistical reporting quantities. Customs and Border Protection supports the Census Bureau of the U.S. Department of Commerce in the collection of foreign trade statistics.
