You state in your letter that you believe Cable Lock 8154DPF should be classified in subheading 8301.10.8000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for padlocks of cylinder or pin tumbler construction, over 3.8 cm but not over 6.4 cm in width. This office, however, has determined that the width of the lock measures less than 3.8 cm. The applicable subheading for the combination cable lock (Cable Lock 8119DPF) will be 8301.10.4000, HTSUS, which provides for padlocks and locks (key, combination or electrically operated, of base metal…padlocks, not of cylinder or pin tumbler construction, over 3.8 cm but not over 6.4 cm in width. The rate of duty will be 3.8 percent ad valorem. The applicable subheading for the key operated cable lock (Cable Lock 8154DPF) will be 8301.10.6000, HTSUS, which provides for padlocks and locks (key, combination or electrically operated, of base metal…padlocks, of cylinder or pin tumbler construction, not over 3.8 cm in width. The rate of duty will be 6.1 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
